Jakarta – Deputy Chairman of the MPR RI and member of Commission XII of the DPR RI, Eddy Soeparno, explained that the EBT Law is a top priority in the discussion of legislation next year. According to him, the government and parliament are preparing to complete a big agenda in the energy sector by finalising the discussion of the New and Renewable Energy Law (EBT Law) by the end of 2025. This law is expected to become a strong legal basis to accelerate the energy transition in Indonesia.
“The EBT Law is very important to ensure the energy transition goes according to target. We are targeting its completion in February 2025, after which we will immediately continue discussing the Oil and Gas Bill,” Eddy said in an official statement on Friday, December 13.
“This law will regulate incentives for developing renewable energy, including solar, wind and green hydrogen. This will give a positive signal for investors to enter the clean energy sector,” Eddy added.
After the EBT Law is completed, the Oil and Gas Bill discussion will be the next priority. The long-delayed Oil and Gas Bill (RUU Migas) will utilise an open cumulative mechanism to speed up the process.
Eddy emphasised that although the Oil and Gas Bill is not included in the priority National Legislation Program (Prolegnas), the discussion process can still be carried out because it is included in the open cumulative category.
“The open cumulative mechanism allows us to discuss this bill without waiting for the priority Prolegnas. This is important because the oil and gas sector needs reform to make it more attractive to investors,” Eddy explained.
“Many articles in the Oil and Gas Law are no longer relevant to current conditions. This update aims to create a more competitive investment climate,” he added.
Although ambitious, Eddy admits that the discussion of the Oil and Gas Bill faces many challenges, especially considering the track record of previous legislation. “We understand the scepticism that exists, but with an open cumulative mechanism, the opportunity to complete this is greater. All parties must work together to ensure this regulation is completed on time,” he said.
Eddy also emphasised that reform in the oil and gas sector is important to encourage investment and meet the increasing national energy needs. “The Oil and Gas Bill will be the basis for achieving higher production targets and ensuring Indonesia’s energy security,” he concluded. (Hartatik)
