ClientEarth, IRID partner to strengthen Indonesia’s industrial decarbonisation regulations

Jakarta – International environmental law organisation ClientEarth and Indonesia Research Institute for Decarbonization (IRID) have signed a two-year memorandum of understanding (MoU) to strengthen Indonesia’s regulatory and policy framework for decarbonisation and a just energy transition.

Signed on Wednesday, November 4, 2026, the partnership aims to address legal, regulatory, policy and institutional barriers to Indonesia’s decarbonisation efforts as the country pursues its target of achieving net-zero emissions by 2060 or sooner.

The collaboration comes ahead of the 31st United Nations Climate Change Conference (COP31), scheduled for November 9–20 in Antalya, Türkiye, where Indonesia is expected to highlight the importance of turning climate commitments into concrete action.

Under the agreement, ClientEarth will contribute its international expertise in energy regulation, energy transition, sustainable finance, and forestry and land use (FOLU). IRID will bring its experience in policy analysis, advocacy and engagement in international climate negotiations.

The organisations will jointly assess existing regulatory frameworks, evaluate the financial and broader implications of policy options, and develop evidence-based recommendations for policymakers and other stakeholders.

Their work will include research on legal principles for regulatory drafting, sectoral decarbonisation plans and carbon pricing frameworks, drawing on national and international best practices.

The partnership will also facilitate stakeholder engagement through discussions, workshops and seminars to encourage knowledge exchange.

“Achieving net zero depends on collaboration across sectors and the development of clear, effective policies,” said Tim Guanzon, ClientEarth’s acting associate director for Japan and Southeast Asia.

Guanzon said Indonesia had made progress through the issuance of regulations and policies, but consistent implementation would be essential to translate commitments into meaningful change.

IRID Executive Director Kuki Soejachmoen said the partnership would combine ClientEarth’s global legal and policy expertise with IRID’s research and advocacy capabilities.

“Decarbonisation in Indonesia needs two things to move together, including solid evidence and a regulatory framework that can carry it into practice,” she said.

The organisations said advancing Indonesia’s energy transition would require a holistic approach involving science, finance, law and governance, as well as sustained collaboration among government institutions, civil society and the private sector. (nsh)
