Jakarta—The Ministry of Energy and Mineral Resources (ESDM) has set a quota for the development of Rooftop Solar Power Plants (PLTS) for the period 2024 – 2028. This year, the quota for rooftop solar power systems is 901 Megawatts (MW).
The quota continues to increase yearly, reaching 1,004 MW in 2025 and 1,065 MW in 2026. In 2027, it became 1,183 MW, and the increase continued until it reached 1,593 MW in 2028.
This rooftop solar PV quota regulation is part of the implementation of Permen No. 2 of 2024, which regulates the development of rooftop solar PV through a quota system, adjusting to the electricity capacity owned by PT PLN (Persero).
The Decree of the Director General of Electricity of the Ministry of Energy and Mineral Resources No. 279.K/TL.03/DJL.2/2024 aims to regulate the development of rooftop solar power plants more structured and efficiently to support the utilization of renewable energy in Indonesia.
In the decree, the rooftop solar power plant development quota is arranged based on clustering, which refers to the rooftop solar power plant quota in various regions. Although the quota determination has been made, the Director General of Electricity still has the authority to make changes if necessary.
The regulated Rooftop Solar PV quota has 11 clusters, covering several regions in Indonesia, such as Sumatra, West Kalimantan, Kalseltngtim, Java Madura Bali, Sulutgo, and so on.
Article 7, paragraph 1 of Permen No. 2 of 2024 emphasizes that the holder of an Electricity Supply Business License for the Public Interest (IUPTLU) is obliged to compile a quota for the development of Rooftop Solar Power Systems for each Electricity System within five years. (Hartatik)
