Cirebon-Semarang transmission gas pipeline extended

Jakarta – To meet the high demand for gas, the Cirebon-Semarang (Cisem) gas transmission pipeline has been added to Kandang Haur Timur (KHT) in Indramayu Regency, West Java, according to the Ministry of Energy and Mineral Resources (EMR). The extension will be executed in phase two of the development.

EMR Director General of Oil and Gas Tutuka Ariadji said the gas transmission pipeline for the Cisem section will be extended to Indramayu due to high demands and will be “a solution to the gas surplus in eastern Java”, adding that progress of phase one of the Cisem gas pipeline project has exceeded the predetermined target.

Ariadji said that as of the end of March, the overall progress of the Cisem gas pipeline project had exceeded 80%. “Currently, the overall progress status of Cisem stage 1 progress as of March 29, 2023 is 83.16% and the plan is 81.88 percent. Where the acquisition of progress is divided into preparation 94.33%, engineering 97.2%, procurement 92.4 %, and construction 69.46%,” he said.

For now, gas needs in the industrial area still use CNG gas provided by PT Pertamina Gas Negara with a capacity of 0.3 MMSCFD (million standard cubic feet per day) and will increase to 4.48 MMSCFD at the end of 2023.

In the first phase of the Cisem pipeline, it is projected that by 2025 there will be 26 industries that will use natural gas in the area with a need of up to ± 40 MMSCFD. Meanwhile, the second phase of development will cover Batang-Cirebon-KHT with a length of 240 kilometers. The Balongan refinery’s gas demand currently reaches 24 MMSCFD and has the potential to increase to 42 MMSCFD if using the existing pipe which is only 80 inches, the maximum supply to Balongan is only around 20 MMSCFD.

“It is hoped that by changing the route to KHT, there will be opportunities for East Java-Sumatra integration because in KHT there are two existing pipes, namely towards Balongan and Tegal Gede, which can be forwarded to Cilegon,” said Ariadji.

The second phase of the Cisem pipeline plan for the Batang – Cirebon section with a total length of 167.56 km requires capex of around USD 134.05 million. As for the Cirebon to KHT section, it passes the national and Pertagas road routes for 72.54 km and has a capex value of around USD 58.03 million.

The government proposes a budget for the second stage of the Cisem multiyear contract of IDR 3.34 trillion divided into IDR 573.7 billion in 2023 and IDR 1.62 trillion in 2024, and IDR 1.1 trillion in 2025. (Hartatik)
