Three ministries launch green building roadmap to reduce emissions

Jakarta – The Ministry of Energy and Mineral Resources (ESDM), the Ministry of Public Works and Housing (PUPR), and the Ministry of Home Affairs (Kemendagri) launched the National Green Building Roadmap on Monday, October 14. The launch was in conjunction with World Habitat Day and World Cities Day.

PUPR Minister Basuki Hadimuljono stated that the launch of this roadmap is the beginning of the implementation of energy-efficient green building practices in Indonesia. “Synergy between the central and regional governments is very important in reducing greenhouse gas emissions in the building subsector,” he said in an official statement on Monday, October 14.

The Roadmap for the Implementation and Development of Green Building (BGH) was prepared as a national guideline to support efforts to reduce emissions and energy efficiency in the building sector. In its implementation, the Ministry of Energy and Mineral Resources will act as the energy sector coordinator to ensure this effort aligns with the national climate change mitigation strategy. On the other hand, the Ministry of Home Affairs will be responsible for fostering regional governments to implement this policy effectively locally.

Home Affairs Minister Tito Karnavian said, “Each region will implement this policy with an approach tailored to its characteristics and needs so that green building policies can be integrated with regional development plans.”

Implementing green buildings is an important part of climate change mitigation strategies, especially in the building sector, which accounts for about 18 per cent of national energy consumption. The Ministry of PUPR itself has set green building standards that focus on reducing energy consumption and efficient water use.

To support this collaboration, a Memorandum of Understanding (MoU) was signed between the three ministries. The MoU is valid for five years and forms the basis for cooperation in implementing BGH and energy conservation efforts at the local level.

International support for building decarbonisation

The roadmap is also supported by Universitas Gadjah Mada (UGM) and the Global Buildings Performance Network (GBPN), an international organization focused on building sector decarbonization. GBPN’s Executive Director, Peter Graham, stated that his organization is ready to assist the Indonesian government in implementing a building decarbonization strategy based on data and international best practices.

“Launching this roadmap is a major step in the building decarbonization strategy. We will assist the Indonesian government in implementing this work plan to ensure the long-term success of the green building initiative,” said Peter Graham.

With this roadmap, Indonesia targets a 31.89% reduction in GHG emissions from Business as Usual (BaU) by 2030, equivalent to 915 million tons of CO2e. If supported by international contributions, this target could increase to 43.2%. Green buildings are projected to play an important role in achieving this target, along with reducing energy consumption and efficiency in using natural resources. (Hartatik)
