Jakarta – PT PLN (Persero) has signed an Electricity Sale and Purchase Agreement (PJBL) with PT Pertamina Hulu Rokan (PHR) to supply electricity to the Rokan Block with a total capacity of up to 80 megawatts (MW).
In a written statement on Thursday, October 16, PHR said that this agreement marks the beginning of strategic cooperation between the two state-owned energy companies in ensuring a stable and sustainable electricity supply for oil and gas field operations in Riau. Power distribution will be carried out in stages, with an initial phase of 25 MW starting next year, while the full supply of 80 MW is targeted to be operational in 2027.
“Through this agreement, PLN will begin distributing on-grid electricity to support PHR’s operational needs in Rokan. The first phase will begin next year with a capacity of 25 MW,” said Muh Taufan, Operations Head of Subsurface Development & Planning for the Rokan Zone.
The Rokan Block has required approximately 430 MW of electricity to run its production activities. Most of the supply still depends on the North Duri Cogen (MCTN) gas-fired power plant with a capacity of 300 MW, as well as support from the Minas and Central Duri gas-fired power plants with a capacity of 130 MW.
However, the two power plants in Duri and Minas are outdated and considered inefficient. With the addition of electricity supply from the PLN grid, the reliability of the system will improve without having to continue burdening the old power plants.
“We need around 215 BBTUD of gas to meet the needs of our power plants, but the actual supply is still below our needs, at around 190–195 BBTUD. So, this additional electricity supply from PLN is beneficial in maintaining operational stability,” said Taufan.
Interconnection of the Sumatra system
PLN itself has prepared the electrical infrastructure through the Sumatra–Rokan interconnection system, which was built in 2021 and completed within three years. This system allows PLN to distribute power directly to oil and gas production facilities without having to rely entirely on gas supplies in the working area.
In addition to the electricity supply, this project will also be supported by a 335 MBSPD steam system using a New Steam Generator that is designed to support production process efficiency.
This cooperation between PLN and PHR not only strengthens energy security but is also part of national efforts to optimise clean and efficient energy resources in the oil and gas sector.
With an additional 80 MW of electricity supply, Pertamina Hulu Rokan is expected to be able to maintain its oil production targets while remaining in line with the national energy transition agenda towards a more reliable and low-emission operating system. (Hartatik)
