Jakarta — Laksmi Dhewanthi, Director-General of Climate Change Control at Indonesia’s Ministry of Environment, in her intervention at the “Qurultay” – a traditional Azerbaijani meeting – convened by the COP29 President on Thursday, November 21, underscored Indonesia’s commitment to advancing balanced climate actions while calling for global equity in tackling climate challenges.
Highlighting Indonesia’s achievements, including climate budget tagging, green bonds, and a domestic carbon market, Laksmi emphasized that climate efforts must respect nations’ diverse capacities. She urged the adoption of a Nationally Determined Contribution (NDC) 3.0 framework, stressing, “COP29 is a pivotal opportunity for nations to announce ambitious plans. Together, let us raise our missions and secure a sustainable future for all.”
Laksmi called for developed countries to uphold the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). She advocated for robust indicators to track financial flows from developed to developing nations, ensuring transparency and accountability in achieving global adaptation goals.
On adaptation, she supported “transformational adaptations” and emphasised the importance of integrating Indigenous peoples’ perspectives and local communities into climate strategies. “Establishing a permanent Global Goal on Adaptation is vital,” she stated, calling for clear mechanisms to track adaptation financing.
Laksmi also addressed the UAE-hosted Global Stocktake (GST) dialogue, urging a focus on finance, capacity building, and technology transfer to accelerate climate progress. “On article 6, Indonesia values advancement on Article 6.2 and 6.4, particularly ensuring like-for-like replacement for remediations.”
Concluding her address, Laksmi urged nations to prioritise consensus and unity in their negotiations. “Let us focus on what we can achieve together, not on terms that lead to division,” she urged as Indonesia reaffirmed its commitment to mitigation and adaptation. (nsh)
