Jakarta – After successfully supplying industrial areas in Kendal and Batang, the government continues to expand the reach of natural gas-based energy infrastructure through the Cirebon-Semarang Phase II (Cisem II) national strategic project. A spokesperson for the Ministry of Energy and Mineral Resources (MEMR) said on Monday, 12 May, that the project is now entering the main construction phase to expand gas supply to the West Java region.
The project connects the Batang-Kandang Haur Timur section and has recorded significant progress. As of 30 April 2025, physical progress has reached 64.3%, exceeding the monthly target of 62.8%, or 1.5% faster than the initial plan.
“We are grateful that the progress of Cisem II continues on a positive path. The project has entered the peak construction stage,” said Tri Winarno, Acting Director General of Oil and Gas.
After the first phase successfully delivered gas to Kendal Industrial Estate in November 2023 and Batang Industrial Estate since July 2024, the project’s second phase is designed to reach more users. Starting from the Balongan Refinery, industries in the West Java region, to the gas network for households and Pupuk Kujang as a strategic consumer.
“When Cisem II is completed, the natural gas pipeline network from East Java to West Java will be fully connected. This will strengthen national energy security and improve the efficiency of gas supply in Java,” Mr Tri said.
Boosting national energy security
The construction of the 245km Cisem II is a design-and-build scheme fully funded from the state budget, worth IDR2.8 trillion. The government targets completion of this project in April 2026, with support from various stakeholders, including energy SOEs and national contractors.
Tri said the project also provides a chain effect on the economy through employment. To date, the construction of Cisem II has involved 1,614 workers and recorded 1.49 million safe working hours, without work accidents.
In addition, the government ensures the commitment to using domestic products, with the TKDN level reaching 62%, in line with the target of strengthening national industry.
The Cisem II project is part of Indonesia’s long-term strategy to support the energy transition from liquid fossil fuels to cleaner natural gas. With the completion of this project, Indonesia is expected to accelerate the development of new industrial areas outside Java, while ensuring equitable and affordable energy access for the community.
