Jakarta — Environmental law group ClientEarth and Indonesian policy advisory Think Policy have launched a three-day bootcamp to strengthen government officials’ capacity to implement Indonesia’s climate and energy transition regulations.
ClientEarth said in a statement on Tuesday, September 8, the C.I.R.C.L.E. (Civil Servants in Clean Energy) programme brings together 21 national and subnational civil servants working across energy, industry, finance, environment and climate. The training comes weeks before the one-year transition period under Indonesia’s overhauled carbon regulation closes in October.
The programme covers 10 modules, including environmental law and enforcement, energy transition pathways, sustainable finance, scientific evidence in policymaking, carbon governance, forest governance and supply-chain traceability, and financing for coal retirement.
ClientEarth said the programme aims to bridge the gap between Indonesia’s climate commitments and their implementation by giving officials practical skills to interpret and enforce regulations.
“For government officials, keeping pace with developments at the intersection of law, climate science, and environmental governance is essential to implementing environmental laws effectively,” said Endraswari Sayekti, a ClientEarth lawyer.
Indonesia’s energy transition is a key component of its climate commitments, with the regulatory framework evolving through measures including Presidential Regulation No. 112/2022 on renewable energy, Presidential Regulation No. 110/2025 on carbon economic value and greenhouse gas emissions control, and sustainable finance regulations.
Think Policy said the bootcamp uses an interactive, adult-learning approach, allowing participants to test solutions to real-world policy and regulatory challenges.
