PLN aims to electrify 10,000 villages by 2029, targeting 780,000 households

Jakarta – PT PLN (Persero) and the government, through the Village Electricity Programme (Lisdes), have set a target to electrify 10,068 unelectrified villages and hamlets, and connect electricity to around 780,000 households between 2025 and 2029. Equitable access to electricity is a top priority in PLN’s 2025-2034 Electricity Supply Business Plan (RUPTL).

The programme was officially launched by Minister of Energy and Mineral Resources (MEMR), Bahlil Lahadalia, after announcing the 2025-2034 RUPTL in Jakarta, Monday, 26 May. In his remarks, Bahlil emphasised that energy equity is an essential part of an equitable national development agenda.

“The government is committed to opening energy access to remote areas, not only to provide electricity, but also to encourage local economic growth. This is also an opportunity for investors to participate in realising equitable energy,” Bahlil said.

According to Bahlil, this plan requires a substantial investment of around Rp 50 trillion. The cost covers the development of electricity infrastructure, including power plants with a total capacity of 394 megawatts (MW) to support electricity connection in these villages.

PLN President Director Darmawan Prasodjo stated that the electrification of remote areas is part of PLN’s primary mission as a state-owned company responsible for providing energy to all Indonesians.

“Electricity is a basic right of the people. We at PLN view the Lisdes Programme as not just an infrastructure project. Still, a concrete form of implementation of the fifth principle of Pancasila: social justice for all Indonesian people,” Darmawan said.

He added that the Lisdes Programme has been strategically included in the 2025-2034 RUPTL. PLN is said to be ready to carry out this task with full commitment, including reaching underdeveloped, frontier, and outermost (3T) areas.

Achievements and challenges

By the end of 2024, 83,693 villages and sub-districts across Indonesia will have access to electricity. However, thousands of other villages remain unconnected to electricity services, particularly in mountainous areas, islands, and border regions.

PLN emphasises that the success of this programme will be driven through collaboration between the central and local governments, as well as development partners and the private sector.

The Lisdes programme not only targets the availability of electricity, but also the quality of service. The target is for all rural communities to enjoy a 24-hour electricity supply, with reliability that continues to improve in line with the national energy transformation.

“We are not just talking about electricity connection, but about quality and continuity of service. This is a tangible form of the state’s presence among the people,” Darmawan concluded. (Hartatik)
